Coverage
Which parts of the Bay Area do you cover?
All of it. Our team appraises commercial property in San Francisco, Alameda, Contra Costa, San Mateo, Santa Clara, Marin, Sonoma, Napa and Solano counties, and in neighboring Santa Cruz and San Benito counties. We are based in San Diego County and do not have a Bay Area office. We serve every California county, and the appraiser on your assignment inspects the property in person.
"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a deal in Oakland this week and one in San Diego or Sacramento next week and use the same appraisal firm for all of them. Own property in several counties? What local factors affect a Bay Area commercial appraisal?
The Bay Area is several markets that share a shoreline. A lab building in South San Francisco, a 1920s apartment building in Oakland and a vineyard in Napa each turn on different facts. A well-supported appraisal accounts for things like these:
- Rent rules for apartments. San Francisco, Oakland and San Jose each have their own rent ordinance, and each covers a different slice of the housing stock. Oakland says the most common exemptions from its Rent Adjustment Program include units built after January 1, 1983, and single-family homes or condominiums exempt under the Costa-Hawkins Rental Housing Act. San Jose's Apartment Rent Ordinance covers apartments with three or more units built and occupied before September 7, 1979, and allows one 5% increase in a 12-month period. Outside those ordinances, Civil Code Section 1947.12 limits most increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower, with exemptions that include housing with a certificate of occupancy issued within the previous 15 years. That section runs until January 1, 2030. For a multifamily appraisal, which rules apply to each unit shapes the rent roll, the gap between in-place and market rents, and the value. (General information. Ask your attorney how the rules apply to a specific building.)
- Seismic risk and retrofits. San Francisco created its Mandatory Soft Story Retrofit Program in 2013 for older wood-frame, multi-family buildings with a weak ground story, and the City says the program has led to the retrofit of over 4,700 buildings (SF.gov). Whether a building was required to retrofit, and whether the work is done and permitted, matters to value and to lenders. Across the region, the California Geological Survey maps Alquist-Priolo Earthquake Fault Zones around the surface traces of active faults, and a seller must disclose when one affects the property.
- The Bay shoreline. The San Francisco Bay Conservation and Development Commission requires a permit for most projects in the Bay and in the first 100 feet inland from the shoreline, which it calls the shoreline band (BCDC), and its Bay Plan reserves some shoreline areas for priority uses such as ports and water-related industry. For waterfront industrial land and redevelopment sites, those limits feed directly into highest and best use.
- Office and R&D leasing. Downtown office and Silicon Valley R&D values depend heavily on the leases: remaining term, tenant credit, concessions and what the space costs to re-tenant. We test the rent roll against current lease comparables instead of relying on asking rents.
- Wine country and farmland. Napa County created its Agricultural Preserve in 1968, which the Napa Valley Grapegrowers describe as the first zoning ordinance of its kind in the country (Napa Valley Grapegrowers). Agricultural zoning, Williamson Act contracts, water, vineyard age and varietals, and winery permits all belong in a North Bay vineyard or winery appraisal.
- Prop 13, reassessment and appeal deadlines. A change in ownership, including a transfer at death, can trigger reassessment by the county assessor, which is one reason trustees often need a date-of-death value early. For 2026, the State Board of Equalization lists September 15 as the end of the regular assessment appeal filing period in San Francisco, Alameda and Santa Clara counties, and November 30, 2026 in Contra Costa, San Mateo, Marin, Napa, Solano, Sonoma and Santa Cruz counties. See property tax appeal appraisals and confirm your deadline with the county clerk of the board. (General information. Talk to your attorney or CPA about your situation.)
- Fire exposure. Hillside and wildland-edge areas in the East Bay hills, Marin and the North Bay can face higher insurance costs and underwriting questions. If a fire has already damaged a property, see casualty loss appraisals in California.
Who orders commercial appraisals in the Bay Area?
Private and hard money lenders. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values, blanket loans across several properties and fix-and-flip loans. Private lenders: call (805) 990-9700 for a quote and timeline today.
Estates and trusts. Each county has its own superior court. In San Francisco, the Civil Division at the Civic Center Courthouse at 400 McAllister Street handles probate matters. In Alameda County, probate documents are filed only at the Berkeley Courthouse. In Santa Clara County, probate is at the Downtown Superior Court at 191 North First Street in San Jose (court locations). In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See trust administration appraisals.
Divorce. San Francisco's Unified Family Court sits on the fourth floor of the same Civic Center Courthouse. Alameda County family law filings go to the Hayward Hall of Justice, and Santa Clara County family law is at the Family Justice Center Courthouse at 201 North First Street. We provide date of separation and current value divorce appraisals of commercial and residential property for family law attorneys and their clients.
Litigation, co-owner disputes and public projects. We appraise for partnership disputes and litigation, partition actions between co-owners, fractional interests, eminent domain when a transit, road or flood project takes part of a property, and retrospective appraisals as of a past date.
Developers and investors. For infill sites, conversions and redevelopment, a highest and best use or feasibility study can answer what a site supports before you buy or build.
Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.

Does rent control affect a Bay Area apartment appraisal?
It can. San Francisco, Oakland and San Jose have local rent ordinances that cover many older apartment buildings, and California Civil Code Section 1947.12 caps annual increases on much of the rest of the state's rental housing until January 1, 2030, with exemptions such as housing with a certificate of occupancy issued within the previous 15 years. Which rules apply to a building shapes the rent roll, the income analysis and the value. Ask your attorney how the rules apply to a specific property.
