We are based in San Diego County and serve every California county, so the capital region is covered the same way as any other part of the state.
"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a deal in Roseville this week and one in San Diego next week and use the same appraisal firm for both. What local factors affect a Sacramento commercial appraisal?
Every market has its own issues. In the Sacramento region, a well-supported appraisal accounts for things like these:
- Floodplains and levees. Much of the region sits behind levees along the Sacramento and American rivers. The City of Sacramento says the Natomas Basin has carried an A99 flood zone designation since June 16, 2015, which allows construction but is still considered a high-risk flood zone, and owners with a federally backed mortgage still need flood insurance while levee improvements are completed. The U.S. Army Corps of Engineers expects its Natomas levee work to continue until 2030. Flood zone, insurance cost and lender requirements all feed into value.
- State government as an office tenant. The State of California is a major office user downtown and in the Capitol area, so lease terms, renewals and agency moves matter when we analyze an office building's income and risk.
- Former military bases. McClellan Park and the Mather area are former Air Force bases that now hold industrial, aviation and business park property. Ground leases, reuse restrictions and environmental history can all be part of the analysis.
- Williamson Act and farmland. In exchange for committing land to agricultural use for at least 20 years, owners in a Williamson Act contract receive property tax breaks, as Sacramento County explains. Yolo County reports that most of its agricultural land is under these contracts. An appraisal of farmland has to recognize the enforceable use restrictions and the contract status.
- Water and crops. For agricultural parcels, water source and rights, crop type, and orchard or vineyard age and condition are central to value.
- Foothill wildfire exposure. Properties in the Placer and El Dorado County foothills can face higher insurance costs and underwriting questions. If a fire has already damaged a property, see our guide to casualty loss appraisals in California.
- Prop 13 and reassessment. A change in ownership, including a transfer at death, can trigger reassessment by the county assessor. That is one reason trustees and executors often need a date-of-death value early. (General information. Talk to your attorney or CPA about your situation.)
- Assessment appeal deadlines differ by county. For the 2026 regular filing period, the State Board of Equalization lists November 30, 2026 for Sacramento County and September 15, 2026 for Placer County. See property tax appeal appraisals and confirm your deadline with the county's clerk of the board.
Who orders commercial appraisals in Sacramento?
Private and hard money lenders. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values for the region's new building, and fix-and-flip loans. Private lenders: call (805) 990-9700 for a quote and timeline today.
Estates and trusts. In Sacramento County, the Superior Court's Probate Division sits at the William R. Ridgeway Family Relations Courthouse on Power Inn Road. In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See trust administration appraisals.
Divorce. Sacramento County family law cases are heard at the same Ridgeway courthouse. We provide date of separation and current value divorce appraisals of commercial and residential property for family law attorneys and their clients.
Litigation, condemnation and co-owner disputes. Civil cases in Sacramento County are handled at the Gordon D. Schaber Sacramento County Courthouse on 9th Street. We appraise for partnership disputes and litigation, partition actions, eminent domain (including levee, transit and road projects that take part of a property) and fractional interests, plus retrospective appraisals as of a past date. Placer, El Dorado and Yolo counties each have their own superior court.
Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.
