Coverage

Which parts of Los Angeles County do you cover?

All of it, from Malibu to Pomona and from Long Beach to Lancaster. Los Angeles County has 88 cities plus large unincorporated areas, and each city can have its own zoning, rent rules and transfer taxes. Our team appraises commercial property in every one of them. We are based in San Diego County and do not have a Los Angeles office today. Over about 40 years the firm has also worked from a former Los Angeles office, so the Los Angeles market is not new to us, and the appraiser on your assignment inspects the property in person.

"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a deal in Long Beach this week and one in San Diego, the Bay Area or Sacramento next week and use the same appraisal firm for all of them. Own property in several counties? Our team appraises all of it. These are examples, not the whole list.

What local factors affect a Los Angeles commercial appraisal?

A warehouse in Carson, a 1960s apartment building in Koreatown and a burned lot in Altadena are three different appraisal problems. A well-supported Los Angeles appraisal accounts for things like these:

  • Rent rules for apartments. In the City of Los Angeles, the Rent Stabilization Ordinance generally applies to rental property first built on or before October 1, 1978, plus some replacement units built after July 15, 2007, and the Los Angeles Housing Department says it covers approximately 624,000 units. Most rental housing in the city that the RSO does not cover falls under the City's Just Cause Ordinance. Other cities in the county and the unincorporated areas have their own rules, and outside local ordinances, Civil Code Section 1947.12 limits most increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower. For a multifamily or mixed-use appraisal, which rules apply to each unit shapes the rent roll, the gap between in-place and market rents, and the value. (General information. Ask your attorney how the rules apply to a specific building.)
  • Mandatory seismic retrofits. City of Los Angeles Ordinance 183893 requires the retrofit of pre-1978 wood-frame soft-story buildings and non-ductile concrete buildings. The soft-story program and the non-ductile concrete program each run on deadlines measured from the City's Order to Comply. Whether a building is on the list, where it is in the process and whether the work is done and permitted all matter to buyers, lenders and the value.
  • City transfer taxes, including Measure ULA. On top of the base transfer tax, the City of Los Angeles collects an additional tax on higher-priced sales under Measure ULA, with price thresholds the Office of Finance adjusts each year. Several other cities in the county set their own transfer tax rates. Taxes like these can change how sales near the thresholds are priced and structured, so we read City of Los Angeles comparable sales with that in mind.
  • The port and the industrial base. The Port of Los Angeles has ranked as the No. 1 container port in the United States each year since 2000, and together with the Port of Long Beach it forms the San Pedro Bay port complex. Industrial values from the Harbor to the Inland Empire depend on access to that trade: truck routes, yard space, clear heights and power. We appraise industrial property with those details, not just a price per square foot.
  • Fire recovery. The January 2025 Palisades and Eaton fires left owners, trustees and lenders with burned lots and damaged buildings to value. For those two fires and several others named in the statute, Revenue and Taxation Code Section 170 allows a disaster reassessment application within the time in the county ordinance or within 24 months, whichever is later. See casualty loss appraisals in California for before-and-after values. (General information. Talk to your CPA or attorney.)
  • Prop 13, reassessment and appeal deadlines. A change in ownership, including a transfer at death or a buyout that shifts control of an entity, can trigger reassessment by the county assessor. For 2026, the State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in Los Angeles County. See property tax appeal appraisals and confirm your deadline with the county clerk of the board.

Who orders commercial appraisals in Los Angeles?

Private and hard money lenders. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values for rebuilds and new projects, blanket loans across several properties and fix-and-flip loans. Private lenders: call (805) 990-9700 for a quote and timeline today.

Estates and trusts. The Los Angeles Superior Court is divided into 12 districts (Local Rule 2.2). For probate, Local Rule 4.3 says that, except for the North District, all probate matters are filed and heard in the Central District at the Stanley Mosk Courthouse, 111 North Hill Street. Since February 2, 2026, North District probate cases filed at the Antelope Valley Courthouse in Lancaster have also been assigned and calendared at Stanley Mosk. In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See trust administration appraisals.

Divorce. Family law is heard at Stanley Mosk and at district courthouses including Pomona, Lancaster, Chatsworth, Pasadena, Van Nuys, Compton, Long Beach, Whittier, Torrance and Santa Monica (family law directory). We provide date of separation and current value divorce appraisals of commercial property, and residential property alongside it, for family law attorneys and their clients.

Partners, co-owners and litigation. Families and investors hold a lot of Los Angeles property in partnerships and LLCs. We appraise for partner and LLC buyouts, partnership disputes and litigation, partition actions between co-owners, fractional interests, eminent domain when a transit, freeway or utility project takes part of a property, and retrospective appraisals as of a past date.

Developers and investors. For infill sites, conversions and rebuilds, a highest and best use or feasibility study can answer what a site supports before you buy or build.

Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.

Do you have an office in Los Angeles?

No. Our team is based in San Diego County and serves all of California. Over about 40 years the firm has also worked from a former Los Angeles office, and the appraiser on your assignment still inspects Los Angeles County properties in person. When you call (805) 990-9700, you talk directly to that appraiser.

What commercial property types do you appraise in Los Angeles County?

All of them: industrial and warehouse, apartments and mixed-use, office, retail, hotels and motels, land and new construction, gas stations, medical, care facilities, religious facilities and other special-purpose property. If you are not sure your property fits, call or text (805) 990-9700 and describe it.

Does Los Angeles rent control affect an apartment appraisal?

It can. The City of Los Angeles Rent Stabilization Ordinance generally covers rental units in buildings first built on or before October 1, 1978, plus some replacement units, and the City's Just Cause Ordinance covers most other rental housing in the city. Other cities and unincorporated areas have their own rules. Which rules apply to each unit affects the rent roll and the value, so the appraisal accounts for them. This is general information; ask your attorney how the rules apply to a specific building.

Where are probate cases filed in Los Angeles County?

Under Los Angeles Superior Court Local Rule 4.3, except for the North District, all probate matters are filed and heard in the Central District at the Stanley Mosk Courthouse, 111 North Hill Street. A formal probate uses a court-appointed probate referee for the inventory, and private date-of-death appraisals are common for trust administration, stepped-up basis and disputes. Talk to your attorney about your case.

Can you appraise property damaged in the 2025 Palisades or Eaton fires?

Yes. We prepare before-and-after market value appraisals for casualty loss and property tax purposes, and land and as-is values for owners, lenders and trustees deciding whether to rebuild or sell. For property damaged in the 2025 Palisades and Eaton fires, Revenue and Taxation Code Section 170 allows a disaster reassessment application within the time in the county ordinance or within 24 months, whichever is later. General information; talk to your CPA or attorney.
