What is a commercial property appraisal in San Diego, and who needs one?

A commercial property appraisal is an independent, supported opinion of a property's market value as of a specific date, prepared for a specific purpose and intended user. In San Diego, that can be a private lender sizing a bridge loan on a Kearny Mesa industrial building, a trustee valuing an Escondido strip center as of a date of death, two attorneys dividing a North Park apartment building in a divorce, or an owner checking the assessor's value before an appeal. Same property, different purposes, and the report has to fit the one you have.

What local factors affect a San Diego commercial appraisal?

A Mission Beach rental, an Otay Mesa warehouse and a Fallbrook grove are three different appraisal problems. A well-supported appraisal here accounts for things like these:

  • The Coastal Zone. Property from Oceanside to Imperial Beach can sit inside the California Coastal Zone, where development is reviewed under the Coastal Act and each city's local coastal program. What an owner can build, add or convert on a coastal lot is part of highest and best use.
  • Short-term rental licenses. In the City of San Diego, it has been unlawful to operate a short-term rental without a STRO license since May 1, 2023. Whole-home licenses are capped, the Mission Beach waitlist is closed, and the city says licenses are not transferable between hosts or locations. An appraisal cannot simply assume vacation rental income will carry over to a buyer.
  • Tenant protections and rent limits. The City of San Diego's Residential Tenant Protections Ordinance, Municipal Code Sections 98.0701 through 98.0709, took effect June 24, 2023 and limits when a landlord can end a tenancy. Most rent increase limits come from Civil Code Section 1947.12. For apartment buildings, in-place rents, leases and the gap to market rents drive the income approach. (General information. Ask your attorney how the rules apply to a specific building.)
  • Cross-border trade. Industrial demand around Otay Mesa is tied to trade through the border ports of entry, which shapes rents and land values in South County.
  • Military and defense. Major installations and defense contractors influence housing demand, office demand and nearby land use across the county.
  • Groves, nurseries and water. The county's 2024 crop value was $1.67 billion, led by nursery crops, with avocados and other groves in North County. The Fallbrook Public Utility District began buying wholesale water from Eastern Municipal Water District on January 1, 2024, and the Rainbow Municipal Water District detachment from the San Diego County Water Authority was final November 1, 2024. Water cost is central to grove value. See farm and ranch appraisals.
  • Wildfire exposure and insurance. The Lilac Fire started December 7, 2017 near Bonsall, burned 4,088 acres and destroyed 157 structures. For backcountry and wildland-edge property, hazard exposure, insurance cost and rebuild rules are part of the market. See casualty loss appraisals.
  • Density and zoning changes. State housing laws and local zoning updates have changed what can be built on many urban sites, which matters for land and redevelopment analysis. See highest and best use and feasibility studies.
  • Prop 13, Prop 19 and appeal deadlines. A sale, a transfer at death or a buyout that shifts control of an entity can trigger reassessment by the San Diego County Assessor. Under Prop 19, the parent-child exclusion is now limited to a family home or family farm, with a value limit. For 2026, the State Board of Equalization lists November 30, 2026 as the end of San Diego County's regular assessment appeal filing period. See property tax appeal appraisals. (General information. Talk to your attorney or CPA about your situation.)

Who orders commercial appraisals in San Diego?

Private and hard money lenders. San Diego has an active private lending market. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values, blanket loans and fix-and-flip loans. Private lenders: call (805) 990-9700 to scope the assignment and get a timeline today.

Estates and trusts. San Diego Superior Court's local rules put all probate cases in the Central Division, so probate filings go to the Central Courthouse at 1100 Union Street. In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See date of death appraisals in San Diego.

Divorce. The court has family law business offices at the Central Courthouse and at the East County (El Cajon), North County (Vista) and South County (Chula Vista) regional centers. We provide date of separation and current value divorce appraisals of commercial and residential property. See divorce appraisals in San Diego and Chula Vista and South County commercial appraisals.

Partners, co-owners and litigation. Partner and LLC buyouts, family LLC property, partnership disputes and litigation, partition actions, eminent domain and retrospective appraisals that value a property as of a past date.

Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.

How do short-term rental rules affect a San Diego appraisal?

In the City of San Diego, short-term rentals need a STRO license, whole-home licenses are capped, and the city says licenses are not transferable between hosts or locations. A value that relies on vacation rental income has to account for that. General information; ask your attorney how the rules apply to a property.
