Coverage
Which parts of the Inland Empire do you cover?
All of it, from Chino Hills to Blythe and from Temecula to Needles. That is a lot of ground. San Bernardino County covers 20,105 square miles, the largest county in the contiguous United States, with 24 incorporated cities. Riverside County covers more than 7,300 square miles and has 28 cities. Our team appraises commercial property in every one of them and in the unincorporated areas between. We are based in San Diego County, just south of Riverside County, and do not have an Inland Empire office. The appraiser on your assignment inspects the property in person.
"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a warehouse in Ontario this week and a deal in Orange County, Los Angeles or North County San Diego next week and use the same appraisal firm for all of them. What local factors affect an Inland Empire commercial appraisal?
A distribution building in Fontana, a strip center in Temecula and a motel in Barstow are three different appraisal problems. A well-supported Inland Empire appraisal accounts for things like these:
- Large warehouses and the WAIRE Program. South Coast AQMD Rule 2305, the warehouse indirect source rule adopted in 2021, applies to owners and operators of warehouses in the district's jurisdiction with 100,000 square feet or more of indoor floor space in a single building. Owners file a Warehouse Operations Notification. Operators earn WAIRE Points each year by completing actions from the district's menu, following an approved custom plan or paying a mitigation fee. For a big industrial building, the lease, the tenant's operations and how the rule is being met are part of understanding the property. (General information. Ask the district or your attorney how the rule applies to a specific building.)
- Land, entitlements and new construction. Much of the region is still growing, so many assignments involve raw or entitled land, subdivisions or a building that is not finished yet. What a site can actually be used for, and when, drives its value. See as-complete appraisals for construction loans and highest and best use studies.
- Wildfire at the edges. The September 2024 Line Fire burned 43,978 acres in San Bernardino County north of Highland, and the Airport Fire the same month burned 23,526 acres in Orange and Riverside counties. Fire exposure, insurance and rebuilding all matter for property near the wildland edge. See casualty loss appraisals in California for before-and-after values. (General information. Talk to your CPA or attorney.)
- Rent rules for apartments. Outside cities with their own rent ordinances, Civil Code Section 1947.12 limits most rent increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower, with exemptions such as newer buildings. Which rules apply to each unit shapes the rent roll and the value. (General information. Ask your attorney how the rules apply to a specific building.)
- City-by-city cannabis rules. Each city and county decides whether cannabis businesses can operate there (Business and Professions Code Section 26200), so the same building can have a very different set of possible uses on either side of a city line. See cannabis property appraisals.
- Prop 13, reassessment and appeal deadlines. A change in ownership, including a transfer at death or a buyout that shifts control of an entity, can trigger reassessment by the county assessor. For 2026, the State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in both Riverside and San Bernardino counties. See property tax appeal appraisals and confirm your deadline with the Clerk of the Board.
Who orders commercial appraisals in the Inland Empire?
Private and hard money lenders. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values, blanket loans across several properties and fix-and-flip loans. Private lenders: call (805) 990-9700 for a quote and timeline today.
Estates and trusts. The Riverside Superior Court lists three probate court locations: 4050 Main Street in Riverside, the Palm Springs courthouse at 3255 E. Tahquitz Canyon Way, and the Southwest Justice Center at 30755-D Auld Road in Murrieta. In San Bernardino County, the court says decedents' estates, trusts and conservatorships are filed and heard at the Fontana and Victorville districts (17780 Arrow Boulevard, Fontana, and 14455 Civic Drive, Victorville). In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See trust administration appraisals.
Divorce. Family law cases are heard at locations including the Riverside Family Law Courthouse, 4175 Main Street, Riverside, and the Family Law Division of the San Bernardino District, 351 North Arrowhead Avenue, San Bernardino. We provide date of separation and current value divorce appraisals of commercial property, and residential property alongside it, for family law attorneys and their clients.
Partners, co-owners and litigation. Civil filings go to locations including the Riverside Historic Courthouse civil clerk's office at 4050 Main Street, and in San Bernardino County the civil divisions at 247 West Third Street in San Bernardino, 8303 Haven Avenue in Rancho Cucamonga and 14455 Civic Drive in Victorville. We appraise for partner and LLC buyouts, partnership disputes and litigation, partition actions between co-owners, fractional interests, eminent domain when a road, rail or utility project takes part of a property, and retrospective appraisals as of a past date.
Developers and investors. For land, infill sites and conversions, a highest and best use or feasibility study can answer what a site supports before you buy or build.
Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.

Does the warehouse indirect source rule affect an industrial appraisal?
It can. South Coast AQMD Rule 2305, the WAIRE Program, applies to owners and operators of warehouses in the district's jurisdiction with 100,000 square feet or more of indoor floor space in a single building. Owners file a notification, and operators earn WAIRE Points each year through listed actions, a custom plan or a mitigation fee. For a large warehouse, how the building and its tenant handle the rule is part of understanding the property. General information only; ask the district or your attorney about a specific building.

The State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in both Riverside County and San Bernardino County.
