Coverage
Which parts of Orange County do you cover?
All of it, from Seal Beach to San Clemente and from Brea to the canyons. Orange County has 34 incorporated cities plus large unincorporated areas and 42 miles of coastline, and each city has its own zoning and local rules. Our team appraises commercial property in every one of them. We are based in San Diego County, right next door, and do not have an Orange County office. The appraiser on your assignment inspects the property in person.
"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a deal in Irvine this week and one in Los Angeles, North County San Diego or the Bay Area next week and use the same appraisal firm for all of them. What local factors affect an Orange County commercial appraisal?
A 1970s apartment building in Santa Ana, a flex building in Irvine and a storefront in Laguna Beach are three different appraisal problems. A well-supported Orange County appraisal accounts for things like these:
- Rent rules for apartments. Santa Ana's Rent Stabilization and Just Cause Eviction Ordinance limits rent increases on covered units to the lower of 3 percent a year or 80 percent of the change in CPI. The City says the cap applies to residential structures built on or before February 1, 1995, and mobilehome parks established before 1990, and it set the maximum increase at 2.87 percent for September 1, 2026 through August 31, 2027. Units must be registered and in compliance for an increase to take effect. Elsewhere in the county, Civil Code Section 1947.12 limits most increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower. For a multifamily or mixed-use appraisal, which rules apply to each unit shapes the rent roll and the value. (General information. Ask your attorney how the rules apply to a specific building.)
- The coast. Coastal property from Seal Beach to San Clemente sits inside the California Coastal Zone, where development is reviewed under the Coastal Act and each city's local coastal program. What an owner can build, rebuild or convert near the water affects highest and best use, and we read coastal comparable sales with that in mind.
- Wildfire in the canyons and foothills. The September 2024 Airport Fire burned 23,526 acres in Orange and Riverside counties around Trabuco Canyon, and CAL FIRE counts 160 structures destroyed. Fire exposure, insurance and rebuilding all matter for property near the wildland edge. See casualty loss appraisals in California for before-and-after values. (General information. Talk to your CPA or attorney.)
- City-by-city cannabis rules. Each city and the county decide whether cannabis businesses can operate there (Business and Professions Code Section 26200), so the same building can have a very different set of possible uses on either side of a city line. See cannabis property appraisals.
- Prop 13, reassessment and appeal deadlines. A change in ownership, including a transfer at death or a buyout that shifts control of an entity, can trigger reassessment by the county assessor. For 2026, the State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in Orange County. See property tax appeal appraisals and confirm your deadline with the Clerk of the Board.
Who orders commercial appraisals in Orange County?
Private and hard money lenders. Val-Chris Investments, Inc., an Irvine lender, lists PM Appraisal on its approved appraiser list for commercial, mixed use and land across all of California, and Paul's interview about working with private lenders was filmed at the California Mortgage Association Winter Seminar in Newport Beach. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values, blanket loans across several properties and fix-and-flip loans. Private lenders: call (805) 990-9700 for a quote and timeline today.
Estates and trusts. In Orange County, probate court is at the Costa Mesa Justice Complex, 3390 Harbor Blvd., Costa Mesa, where the probate clerk's office is on the first floor. In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and disputes. See trust administration appraisals.
Divorce. The Orange County Superior Court says all dissolution, legal separation and nullity documents are filed at the Lamoreaux Justice Center, 341 The City Drive South, Orange. We provide date of separation and current value divorce appraisals of commercial property, and residential property alongside it, for family law attorneys and their clients.
Partners, co-owners and litigation. Civil cases, including unlimited civil matters, are handled at the Central Justice Center, 700 Civic Center Drive West, Santa Ana. We appraise for partner and LLC buyouts, partnership disputes and litigation, partition actions between co-owners, fractional interests, eminent domain when a road, rail or utility project takes part of a property, and retrospective appraisals as of a past date.
Developers and investors. For infill sites, conversions and redevelopment, a highest and best use or feasibility study can answer what a site supports before you buy or build.
Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.
