Coverage

Which parts of Santa Barbara and Ventura counties do you cover?

All of it, from Guadalupe and the Santa Maria Valley down the coast to Carpinteria, and from Ojai and Fillmore to Thousand Oaks and Simi Valley. Ventura County has 10 incorporated cities and Santa Barbara County has eight, but a lot of the work here is in the unincorporated areas between them: Montecito, the Santa Ynez Valley, Somis, the Oxnard Plain and the ranch land in both counties. Our team appraises commercial property in all of it. We are based in San Diego County and do not have a Santa Barbara or Ventura office. The appraiser on your assignment inspects the property in person.

"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a cold storage building in Oxnard this week and a deal in Los Angeles, the Bay Area or San Diego next week and use the same appraisal firm for all of them. Own ranches or buildings in several counties? See multi-property portfolio appraisals, farm and ranch appraisals with several parcels and every county we cover.

What local factors affect a Santa Barbara or Ventura commercial appraisal?

An avocado ranch above Santa Paula, a cold storage building near the port and a storefront on State Street are three different appraisal problems. A well-supported appraisal here accounts for things like these:

  • Farmland is a major property type, not a side note. In 2024, strawberries were the top crop by value in both counties. Ventura County's crop report lists strawberries, avocados, nursery stock, celery, raspberries and lemons as its leading crops, and Santa Barbara County's report shows about $2 billion in gross production, with strawberries on top for the 22nd year and wine grapes on the list. Orchards and vineyards are part of the real estate, so their age, condition, water supply and the crop the land supports all matter. See farm and ranch appraisals in California.
  • Williamson Act contracts. Both counties run agricultural preserve programs under the California Land Conservation Act, better known as the Williamson Act: Ventura County's LCA program and Santa Barbara County's Uniform Rules for Agricultural Preserves and Farmland Security Zones. A contract restricts the land to agricultural and compatible uses in exchange for a lower assessment, and it runs with the land. Whether a parcel is under contract, or in nonrenewal, is part of understanding what it is worth. (General information. Ask the county or your attorney how a contract applies to a specific parcel.)
  • SOAR in Ventura County. Under the County's SOAR ordinance, changing a County General Plan "Agricultural," "Open Space" or "Rural" designation requires a countywide vote, and most of the cities have their own SOAR measures. The current measures run through December 31, 2050. For land on the edge of a city, that changes what a buyer can realistically expect to build.
  • The coastal zone. Much of the coast in both counties is in the coastal zone, where development needs a coastal development permit under a Local Coastal Program and some decisions can be appealed to the California Coastal Commission. In Ventura County, the Coastal Area Plan and Coastal Zoning Ordinance make up the LCP for the unincorporated coast. Coastal rules can limit uses, height and density, so they matter for highest and best use. (General information. Ask the city, county or your attorney about a specific site.)
  • The Port of Hueneme. The Port of Hueneme in Oxnard calls itself the only commercial deep-water port between Los Angeles and San Francisco and a top ten US port for autos and fresh produce. That supports demand for cold storage, logistics, auto processing and industrial land on the Oxnard Plain.
  • Fire and debris flow history. The Thomas Fire started December 4, 2017, burned 281,893 acres in Ventura and Santa Barbara counties and destroyed 1,063 structures. On January 9, 2018, the Montecito debris flow killed 23 people, destroyed 246 structures and closed Highway 101 for 13 days. The Mountain Fire near Somis and Camarillo started November 6, 2024, burned nearly 20,000 acres and damaged or destroyed 369 structures. Hazard exposure, insurance, debris basins and rebuilding all matter for property near the hills and creeks. See casualty loss appraisals in California for before-and-after values. (General information. Talk to your CPA or attorney.)
  • Rent rules for apartments. Outside cities with their own rent ordinances, Civil Code Section 1947.12 limits most rent increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower, with exemptions such as newer buildings. Thousand Oaks has its own Rent Stabilization Program, which covers a small number of apartment units and all mobile homes. Which rules apply to each unit shapes the rent roll and the value. (General information. Ask your attorney how the rules apply to a specific building.)
  • Cannabis is city by city and county by county. Each city and county decides whether cannabis businesses can operate there (Business and Professions Code Section 26200). Santa Barbara County's crop report tracks cannabis separately from its other crops. Greenhouses and farmland can have a very different set of possible uses on either side of a jurisdiction line. See cannabis property appraisals.
  • Prop 13, reassessment and appeal deadlines. A change in ownership, including a transfer at death or a buyout that shifts control of an entity, can trigger reassessment by the county assessor. For 2026, the State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in Santa Barbara County. Ventura County's 2026 regular period ended September 15. See property tax appeal appraisals and confirm your deadline with the Clerk of the Board.

Santa Barbara and Ventura Commercial Appraisal FAQ

Do you appraise commercial property in Santa Barbara and Ventura counties?

Yes. We appraise commercial property throughout both counties, including Santa Barbara, Goleta, Carpinteria, Montecito, Santa Maria, Lompoc, Solvang, Ventura, Oxnard, Camarillo, Thousand Oaks, Simi Valley, Ojai and the unincorporated areas. Every commercial property type and every kind of commercial appraisal. We are based in San Diego County and do not have a local office there. The appraiser on your assignment inspects the property in person. Call or text (805) 990-9700.

Do you appraise farmland, orchards and vineyards?

Yes. Avocado and lemon groves, strawberry and row crop ground, nurseries and greenhouses, ranches, vineyards and wineries are all part of our work, along with office, industrial, retail, multifamily, hotels, land and new construction. Trees and vines are part of the real estate, so their condition and the water that serves them are part of the appraisal. A farming business itself is not something we value.

How does a Williamson Act contract affect an appraisal?

A Williamson Act contract limits the land to agricultural and compatible uses, binds future owners and lowers the property tax assessment. Both Santa Barbara and Ventura counties run these programs. Whether a parcel is under contract or in nonrenewal affects who can buy it and what they can do with it, so it is part of the appraisal. This is general information. Ask the county or your attorney how a contract applies to a specific parcel.

Can you appraise property damaged in the Thomas Fire, the Montecito debris flow or the Mountain Fire?

Yes. We prepare retrospective appraisals as of a past date and before-and-after values for casualty loss, insurance, lending and disputes. The appraisal reflects the property as it was on the date that matters to your attorney or CPA. This is general information. Talk to your CPA or attorney about the tax or legal side.

Where are probate and family law cases heard in Santa Barbara and Ventura counties?
