Coverage
Which parts of Visalia, Tulare and Kings County do you cover?
All of it. Tulare County has eight incorporated cities: Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia and Woodlake. Kings County has four: Avenal, Corcoran, Hanford and Lemoore, plus Naval Air Station Lemoore. Much of the commercial value in both counties sits outside city limits, in dairies, citrus groves, orchards, packing houses and farm land. Our team appraises commercial property across both counties. We are based in San Diego County and do not have a Visalia or Hanford office. The appraiser on your assignment inspects the property in person.
"We do everything everywhere in California" is how Paul Marinkovich puts it. A lender can have a packing house in Lindsay this week and a deal in Fresno, Bakersfield or Los Angeles next week and use the same appraisal firm for all of them. Own farms or buildings in several counties? See multi-property portfolio appraisals, farm and ranch appraisals with several parcels, our full commercial property appraisal services and every county we cover.

What local factors affect a Visalia, Tulare or Hanford commercial appraisal?
A dairy outside Tulare, a citrus packing house in Lindsay and a retail center on Mooney Boulevard in Visalia are three different appraisal problems. A well-supported appraisal here accounts for things like these:
- Agriculture drives the land market. The Tulare County Agricultural Commissioner's 2025 Crop and Livestock Report puts the county's total gross production value at $9,142,004,000, nearly 10 percent above 2024. Milk led at $2,322,929,000, and the report covers more than 150 commodities, 43 of them worth more than $1 million. Kings County OES notes that more than 90 percent of Kings County's land is devoted to agriculture. Groves, orchards and vineyards are part of the real estate, so variety, age, condition and yield history matter, and so does demand for the packing, processing and storage buildings that serve them. These are gross values to producers, not net farm income.
- Dairies are specialized real estate. Milk is the top commodity in Tulare County. A dairy appraisal looks at the land, barns, milking and feed facilities, manure and water systems, permits and the market for dairy property, separate from the herd and the business.
- Groundwater is a value question, and it differs by subbasin. Under the Sustainable Groundwater Management Act, groundwater sustainability agencies can limit pumping and set extraction allocations (Water Code Section 10726.4). Around Visalia and Tulare, the Department of Water Resources found the Kaweah Subbasin's 2022 plans inadequate on March 2, 2023. After the local agencies adopted revised plans in November 2024, the State Water Board returned the subbasin to DWR oversight on December 2, 2025, without probation. The same release notes the board has placed the Tule and Tulare Lake subbasins on probation; the Tulare Lake Subbasin in Kings County has been probationary since April 16, 2024. Wells, district deliveries, surface water rights and the local plan can separate two parcels with the same soil. (General information. Ask the groundwater agency or your attorney about a specific parcel.)
- Flooding in the lake bed. Kings County OES says significant flooding has historically occurred about every five years, and parts of the county sit at some of the lowest elevations of the San Joaquin Valley floor. For farm ground and buildings in low areas, flood history, drainage and access are part of the market. See casualty loss appraisals for before-and-after values.
- Williamson Act contracts. Many farm parcels in both counties are under Williamson Act contracts. A contract restricts land to agricultural or open space use for an initial term of at least ten years (Government Code Section 51244), renews each year, and lowers the assessment. Whether a parcel is under contract, or in nonrenewal, changes what a buyer is getting. (General information. Ask the county or your attorney how a contract applies.)
- High-speed rail. The California High-Speed Rail Authority's 119-mile Central Valley segment runs from Madera County through Fresno, Kings and Tulare counties to Kern County. Property near the alignment can be affected by severed parcels, access changes and partial takings. See eminent domain appraisals.
- Rent rules for apartments. Civil Code Section 1947.12 limits most rent increases to 5 percent plus the change in the cost of living, or 10 percent, whichever is lower, with exemptions such as newer buildings. Demand from Naval Air Station Lemoore also shapes the rental market in Lemoore and Hanford. (General information. Ask your attorney how the rules apply to a specific building.)
- Cannabis is city by city. Each city and county decides whether cannabis businesses can operate there (Business and Professions Code Section 26200), so a building can have very different possible uses on either side of a city line. See cannabis property appraisals.
- Prop 13, Prop 19 and appeal deadlines. A sale, a transfer at death or a buyout that shifts control of an entity can trigger reassessment. Under Prop 19, the parent-child exclusion is now limited to a family home or family farm, with a value limit. For 2026, the State Board of Equalization lists November 30, 2026 as the end of the regular assessment appeal filing period in Tulare County; Kings County's ended September 15. See property tax appeal appraisals and confirm your deadline with the Clerk of the Board.
Who orders commercial appraisals in Visalia, Tulare and Hanford?
Private and hard money lenders. We provide collateral appraisals for private lenders with a timeline you can plan a closing around, including bridge loans, construction and as-complete values, blanket loans across several properties or farm parcels and fix-and-flip loans. Private lenders: call (805) 990-9700 to scope the assignment and get a timeline today.
Estates and trusts. In Tulare County, probate and family law are handled at the Visalia County Civic Center, 221 South Mooney Boulevard, Visalia. In Kings County, cases are heard at the Kings County Superior Court, 1640 Kings County Drive, Hanford. In a formal probate, the court-appointed probate referee values the real property for the inventory. Private date-of-death appraisals are commonly used for trust administration, stepped-up basis, estate tax filings and dividing dairies, groves and buildings among heirs. See trust administration appraisals.
Divorce. When a marital estate includes a dairy, a grove or a commercial building, each property needs a value as of the right date. We provide date of separation and current value divorce appraisals of commercial and agricultural property, and residential property alongside it. See divorce appraisals of commercial property.
Partners, co-owners and litigation. Family dairies, groves and buildings are often owned by siblings, partnerships or LLCs, so we appraise for partner and LLC buyouts, family LLC property, partnership disputes and litigation, partition actions, fractional interests and retrospective appraisals as of a past date.
Developers and investors. For land at the edge of Visalia, Tulare and Hanford, infill sites and conversions, a highest and best use or feasibility study can answer what a site supports before you buy or build.
Attorneys and CPAs: call (805) 990-9700 to scope a date-of-death, divorce or retroactive appraisal.
